New Delhi, 13th August 2025 – As India prepares to celebrate its 79th Independence Day, India Cellular & Electronics Association (ICEA), the apex industry body representing the electronics and semiconductor manufacturing sector, today announced the launch of ICEA Semiconductor Leadership Forum, a landmark initiative aimed at steering India’s long-term semiconductor strategy across manufacturing, capital goods, talent and innovation.
This moment, close to Independence Day, symbolises the nation’s renewed resolve towards Atmanirbhar Bharat transforming India from a consumer of electronics to a global manufacturing powerhouse in high-technology sectors such as semiconductors. The Forum embodies the spirit of economic independence and technological self-reliance, essential for securing India’s future in a competitive, geopolitically sensitive world.
The Semiconductor Leadership Forum will be chaired by Dr. Randhir Thakur, CEO & MD, Tata Electronics. The forum will bring together senior leadership from global and domestic semiconductor companies across the value chain to provide strategic direction, shape policy discourse, and anchor India’s long-term vision and roadmap for semiconductor manufacturing and ecosystem development.
The Government of India, through the India Semiconductor Mission (ISM), has laid a strong foundation with policy initiatives to catalyse semiconductor manufacturing. India has made significant progress with multiple Fab and OSAT proposals approved and progressing rapidly. Building on these foundations, the Leadership Forum will focus on aligning national goals with industry capabilities and emerging global opportunities, ensuring India’s role as a trusted and indispensable node in the global semiconductor supply chain.
The forum will be a structured and strategic platform to focus on:
- Enhancing India’s global competitiveness in semiconductor manufacturing and innovation
- Attracting global customer ecosystem to manufacture in India
- Deepening the semiconductor supply chain through investments in capital goods, materials, and packaging
- Building Indian champions in semiconductor manufacturing
- Strengthening R&D and innovation-driven growth for long-term resilience
- Fostering strong partnerships and collaborations between product design companies and India’s semiconductor manufacturing ecosystem
- Positioning India as a key node in the trusted global semiconductor supply chain
The ICEA Semiconductor Leadership Forum will also serve as a trusted industry partner to the Government of India. It will play a strategic role in laying out India’s aspirations, defining long-term vision and strategy, and work closely with relevant Ministries and agencies to realise policy priorities. The Forum will engage in structured consultations, develop thought leadership through industry research, and offer timely, evidence-based recommendations for informed policymaking. Through this institutionalised engagement, ICEA aims to ensure that India’s semiconductor roadmap is both industry-driven and globally aligned.
